New Grants Program on Economic Research on Climate Change

The California Air Resources Board (ARB) is announcing new research grants focused on the Economics of Climate Change. This funding opportunity is open to researchers affiliated with the University of California or California State University systems. AB 32, the Global Warming Solutions Act of 2006, designated ARB as the lead regulatory agency charged with oversight of carbon emissions generated by and associated with the California economy. These emissions come from a diversity of sources - transportation, electric generation, transmission and consumption, real estate development, manufacturing, agriculture and land use - and the establishment of appropriate regulation will require a nuanced understanding of the dynamics which govern the interactions of these sources and emissions pathways. To this end, ARB has a specific interest in funding high quality research whose findings are relevant for designing AB32's carbon mitigation regulations and for predicting this legislation's consequences for the California economy. Application Steps

Proposals will be due on December 15th 2009. A committee of academic and ARB economists will evaluate the proposals. Research excellence will be the primary criteria for ranking the proposals. Awardees will be notified by February 15th 2010. Further description of the request and a template for the format of the grant proposal is available at http://www.arb.ca.gov/cc/scopingplan/economics-sp/economics-sp.htm. Grant proposals can be submitted in electronic format by emailing them to mzaragoz@arb.ca.gov. In particular, there should be a one page executive summary, a ten page maximum description of the research program, copies of the Principal Investigators' vitas, a budget sheet justifying the project's budget and a statement of the PI's current grant funding. Researchers are encouraged to submit either a one year grant proposal or a two year grant proposal. Maximum budget requests will be $150,000 per year. In the first year of this grants program, we anticipate that there will be approximately $300,000 allocated to fund this grants program.

Responsibilities for Awardees

Researchers who receive ARB grant funding will be expected to interact with ARB technical staff. The awardees will present at least one academic seminar per year at ARB to convey their key research findings and to advise ARB in shaping its regulatory efforts.
